Learning how to sketch for fashion:
When you're first starting out it can be really helpful to use photos of models as reference for the base of your figure, and since the focus of your drawing is on the clothes you can trace over the figure to help you develop an understanding of form.
Import your reference photo into procreate and lower the opacity of the layer that it is on before adding an additional layer to rough out your figure on.
Creating your design:
Remove your reference photo so that you are only left with your sketch. On a new layer you can begin to sketch your designs.
Be mindful about the curves and shapes of the body as you do this. How do different fabrics fold around our shoulders, and arms?

Cleaning up your design:
Once you like your initial sketch you can begin cleaning up your line art.
I recommend duplicating , and hiding one of the body layers before you begin to erase the lines that overlap with the clothing.
Here is also where you can add accessories. Add a face, hair, buttons, and anything else you think your design may need.
Remember that this is your exploration face so experiment with different styles and workflows and see if you find something that works best for you.
Adding color!
Now that you like where your line art is you can begin to add color. I suggest putting each element of your drawing on its own layer. For example: A separate layer for the hair color, skin color, shirt color, and pants color. This gives you the ability to edit each of this elements independently of one another. You can also utilize clipping mask to create texture and shadow here.
